Less experienced joint co gets work order

Irregularities have been found in the tender process of constructing the Elevated Expressway from Lalkhanbazar to Shah-Amanat Airport in Chattogram to a less competent and inexperienced joint venture construction company, sources said. Despite technical incompetence, the project management authorities of the Chittagong Development Authority (CDA) has allegedly issued work order in favour of "MAX-RANKEN JV". RANKEN is a Grade-II company in China (official website of Ministry of Housing and Urban-Rural Development of the People's Republic of China . http://www.mohurd.gov.cn/) and as per Chinese law, Grade-II company can do flyover maximum 1000 meters (1 kilometer) . Only being the lowest bidder, "MAX-RANKEN JV" was awarded "Elevated Expressway from Lalkhanbazar to Shah-Amanat Airport"- project. The estimated cost of 16-kilometer long Elevated Expressway from Lalkhan Bazar to Shah Amanat International Airport in Chattogram has been estimated at Taka 3250 crore. The lowest bidder "MAX-RANKEN JV" got the work order for constructing the proposed express way. The second lowest bidder was China- Harbor Engineering that quoted the rate at Taka 3,000 crore. Sources said authorities invited tender for Elevated Expressway in Chattogram on July 1, 2018 China Railway Construction Bridge, Engineering Bureau Group Limited Sinhua Road and Bridge Group Corporate Limited, Abdul Monem Limited, Higu Toma Mir Akhter JV, CRFG-NDE-JKBPL(JEVI), Shendong Hi- Speed Jevi With Shendong Water Conservancy, China Railway Bureau Group of Company, China Estate Construction Limited and MAX-RANKEN JV took part in the bidding process. Project director of the proposed highway engineer Mahfuzur Rahman told the press that 10 companies took part in the bidding process. Out of 10, six companies were found eligible in the process. China-Maxin got the work order as it was the lowest bidder. He denied any irregularities in the tender process. He said after the national election, the construction work of the proposed elevated express will start. Sources said local construction company Max paid 'Taka 30 crore deposit money' in favour of Chinese company with the authorities concerned. sources said authorities increased the time of depositing documents from 45 days to 60 days after Max-Rankin after it appealed to project manager of authorities concerned on July 21, 2018. Sources said RANKEN is a second class construction company in China.
